ANNOTATION In the context of the rapid development of agriculture in the Russian Federation, one of the strategic tasks of the state is to train highly qualified personnel that meet the needs of the labor market. In this regard, the universities of the agricultural education system need to review the approaches to the organization of key processes. The paper substantiates the necessity of agricultural universities in the transition to the management system of educational programs. In the Master's thesis we analyze the current system of organizing the educational process of FSBEI Stavropol State Agrarian University, including the functions and powers of structural divisions for the development and implementation of educational programs. The pre-project study was conducted in order to find possible alternative models for the transition to the management of educational programs. As a result of this work we suggest a model of the transition to management education programs through the modernization of the educational content and the conditions of their implementation. The model is tailored to the needs and capacity of the University. The paper gives a description of the product concept.
