Relationship development management model of personnel potential of the university with the formation of individual professional trajectories

The present work is devoted to the study and elaboration of a model for the development of the human resource potential of the university staff in the formation of an individual professional trajectory in an higher education institution. The main scientific issue of the study is the way the means introduced by the university management to develop human resource potential and increase motivation among employees affect their professional trajectory. The features of the development of the human resource potential of university staff were analyzed, the problems of human resource management at the university were studied and the scientific hypothesis was substantiated. The proposed research methodology is based on well-grounded principles and approaches at the theoretical, modeling and technological levels of research, as well as an original methodology for the integrated assessment of the development of human resource potential, which is based on the use of the integral reception of economic analysis and the results of research on the university human resource policy. The study was carried out at the Federal State Budgetary Educational Institution of Higher Education «Omsk State Agrarian University named after P.A. Stolypin». The results of the study have shown that there is a satisfactory level of human resource potential at Omsk SAU. A developing and well-organized human resource development system creates the conditions for building highly productive individual competence and professional trajectories, taking into account the professional abilities of the employees. Management decisions to provide opportunities for development on part of the university governance have a strong influence on maximizing the efforts to realize one’s professional goals. Forms of moral and material incentivation have little effect on the individual competence and professional trajectories. Separate measures are required from the university governance to increase the effectiveness of the existing human resource development trajectories. Based on the results of a study of the human resource potential of Omsk SAU, management decisions are proposed and additional questions are formulated to continue scientific research.
