The purpose of the final qualifying work is to analyze the problems of the implementation of the right to access information that exist today. The right to access information on the activities of government bodies and local government authorities is an important constitutional guarantee of the implementation of human and civil rights and freedoms, therefore it is important to monitor the observance of such a right. In practice, the problems associated with access to information, which have become especially relevant due to the circumstances caused by COVID-19, have increased the importance of considering both the foundations of the right to access information on the activities of public authorities and changes in legislation and judicial practice. In the course of the work, the provisions of the main regulatory legal acts, documents and law enforcement practice were analyzed; considered both the legislative consolidation and features of the institution of access to information on the activities of public authorities, and the impact of some problems of the implementation of the right to access information at the present stage, including separately considered the problems of the impact of the COVID-19 pandemic. As a result of the study, the main problems of access to information were worked out and proposals for improving the legislation were highlighted.
