In the final qualifying work on the topic "Draft Federal Law" On Amendments to the Federal Law of 06.10.2003 N 131-FZ (ed. of 29.12.2020) "On the general principles of the organization of local self-government in the Russian Federation "in terms of improving the legal regulation of inter-municipal cooperation", the goal was set - the proposal of the author of the draft law on amendments to this legislation in the field of inter-municipal cooperation in order to solve the problems identified in the first part of the work. The object of the study was the legislation in the field of inter-municipal cooperation and its systemic problems. The theoretical research was carried out on the basis of normative legal acts, scientific and educational literature. The applied research was carried out by analyzing the current legislation and documents of the executive bodies. The text of the paper suggests amendments to the Federal Law "On General Principles of the Organization of Local Self-Government in the Russian Federation" to overcome structural problems, existing gaps and identified conflicts with civil legislation. Based on the results of the study, specific proposals were formed to improve the activities of municipalities in the organization of inter-municipal cooperation. The practical value of the work is the solution of a number of existing problems in the field of organizing inter-municipal cooperation, the identification of a conflict between the Law on Local Self-Government and the Civil Code and the solution of this conflict, as well as the proposal to create a new legal entity – an inter-municipal state organization, which is designed to become the best way to organize inter-municipal cooperation, since its concept is based on taking into account the problems and errors of other forms identified as a result of scientific analysis.
