The federal project "Formation of a Comfortable Urban Environment", approved in 2018, gave rise to the massive improvement of Russian cities. Unprecedented funding is allocated for its implementation, and one of its goals is to increase the share of citizens taking part in resolving issues of city improvement to 30 percent. At the same time, the authors note that the involvement of citizens in the discussion, adoption and implementation of decisions related to the improvement of cities remains a problem, and the interest of citizens to participate in the implementation of local self-government is declining. The above facts determine the relevance of considering the institutions of citizens' participation in local self-government, enshrined in Russian legislation, for their effectiveness, as well as putting forward proposals for their improvement. The main purpose of this work is enhancement of the institutions of citizens' participation in the city improvement, enshrined in Russian legislation. To achieve this goal, the following tasks will be solved: 1) Assess the importance of institutions for citizen participation in city improvement; 2) Analyze the foreign experience of legislative regulation of the institutions of citizens' participation in the city improvement; 3) Identify the shortcomings of legislative regulation of the institutions of citizens' participation in the city improvement in the Russian Federation; 4) Assess the effectiveness of the current legislative regulation of the institutions of citizens' participation in the city improvement in the Russian Federation; 5) Propose a concept of the modernization of the current legislation of the Russian Federation, dedicated to the institutions of citizen participation in the city improvement.
