Development Of Hydrogen Energy As a Factor of Evolution Of Relations Between Russia And Key Importers Of Russian Energy Resources

The paper analyses transformation of relations of the Russian Federation with its key energy importers after the Paris Agreement on climate change following the outcome of the 21st United Nations (UN) Framework Convention Conference was signed in 2015. At that time, the development of national and international decarbonization programs was intensified. One of the most promising areas of this trend is hydrogen energy. Over the past two years more than 20 countries have published hydrogen strategies and a large number of organizations and foundations have been created to support and develop hydrogen projects. The paper analyzes the adopted hydrogen strategies, as well as the tools used by countries at the national level for the development of hydrogen energy. The paper considers international projects and analyzes the dynamics of financing energy projects in this period. The analysis of the stage of development of hydrogen energy in the Russian Federation is also carried out, the regulatory legal framework and tools for supporting hydrogen projects in the country are considered and the possibilities of applying international practices are evaluated. For the analysis of programs for the development of hydrogen projects this work is bases on databases and documents of international organizations, official websites of national governments, such as the International Energy Agency (IEA) or the website of the European Commission. As well as the websites of specialized organizations for the development of hydrogen energy such as Clean Hydrogen Alliance’s website.
