The Import Substitution Policy in 2015 - 2020 in Russian Agriculture Sector

This paper is devoted to assessing the policy of import substitution in agriculture in Russia using the example of dairy and meat products for 2020. Agriculture has become in many ways a key driver and an important link in this policy, given the food embargo. The current food embargo has a two-fold effect on Russian agriculture. For example, comparing the planned indicators that Russia planned to achieve and the actual data for 2020 on import substitution of food products, it becomes clear that import substitution is going on with many problems. Prices for many goods have increased, the quality of domestic products in many aspects is still incomparable with European counterparts. At the same time, import substitution allowed Russia to significantly increase production and enter international markets with domestic goods. The cluster analysis carried out in the papre allows us to track the decrease in Russia's dependence on imports of food products from neighboring countries. Given the many problems and challenges that Russia faces to this day, the potential for growth and development of agriculture is visible. Victories, for example, in import substitution of pork give an understanding that such a policy being pursued is able to satisfy domestic demand for many categories of goods, and development and great victories in Russian agriculture are possible.
