This research paper is devoted to the application of project approaches in the public administration of the Russian Federation. The paper considers the theoretical and methodological foundations of classical project management and flexible project management methodologies. The specifics of the use of project management characteristic of the sphere of public administration are determined, and the boundaries of the use of certain methodologies are also considered. The analysis of the regulatory and legal framework of the Russian Federation for the possibilities of applying project approaches to public administration is carried out. Based on the analysis of expert interviews and cases of the use of flexible practices, the boundaries and barriers of the use of flexible methodologies in the field of public administration of the Russian Federation are determined. The paper considers the areas and tasks for which it is necessary to apply specific methodologies. In conclusion, the authors identify the main problems for the application of flexible methodologies in the public administration of the Russian Federation and propose methods for solving them, through additional regulatory regulation, based on the developed author's methods.
