Transformation of German and French Approaches to the Arctic Policy in 2008-2020

The Arctic has begun to take on new importance over the past decades and to become a focus of economic and geopolitical interests of actors both inside and outside the Arctic. Germany and France are the most active European non-Arctic states. Despite their status and limited opportunities in the Arctic, they seek to participate actively in the political and economic processes of the region. However, the approaches of Germany and France differ in many aspects of interaction in the Arctic. A comparison of the Arctic policies of these states is important to understand the specifics of European non-Arctic actors due to increased attention of the academic community to Asian non-Arctic players such as China, the Republic of Korea, and Japan. This research provides a comparative analysis of the Arctic policy of Germany and France. In addition to the degree to which these states are interested in certain issues in the region, the author compares the approaches and positions of these states on various aspects of interaction in the region. Particular attention is paid to their attitude to the existing international legal regime of the Arctic, the position of the Arctic and non-Arctic states, the EU as a separate Arctic actor, and their approaches to economic activities, the environment, sustainable development, scientific research, and security in the region.
