The pandemic threw us new challenges that required changes in legislation, including in public procurement legislation. However, the expansion of discretionary powers of customers did not lead to a more frequent choice of non-competitive procurement procedures, and the increased number of participants in competitive procedures may indicate an increased business activity after legislative changes.

Student Theses at HSE must be completed in accordance with the University Rules and regulations specified by each educational programme.
