Measuring Innovation Climate

At present, countries are developing at a rapid pace, they are in a constant struggle between each other in terms of the level of innovative development. Countries create strategies for the long-term development of innovation, allocate a large amount of funds from the national budget for research activities, formulate regulations on grant systems, subsidize innovative organizations, reduce taxation, and so on. All this is done in order to be competitive in the international market, to develop science and technology, to create jobs for its citizens, and also to stimulate the growth of organizations on the territory of their country. At the same time, it is important to note that the share of an innovative company is growing everywhere, which reflects the results of the last 20 years, namely, the introduction of subsidy systems for business at the national level, support for small businesses, and sponsoring of search and development departments. This scientific work is aimed at studying ways to measure the innovation climate, identifying systems of indicators, which makes it possible to determine the framework conditions for assessing and measuring the results of innovation. At the same time, in order to measure the innovative climate, it will first of all be considered through the prism of the historical development of the definition of this term. Also, the work will form an understanding and delimitation from each other of such concepts as "innovation climate", "business climate", "creative climate" and "investment climate".
