Trends in the Development of Digitalization in Public Administration in the Russian Federation and St. Petersburg

Final qualification work on the topic "Trends in the development of digitalization in public administration in the Russian Federation and St. Petersburg", is devoted to the analysis of the development and achieved results of digitalization in the public sector in the Russian Federation and St. Petersburg. The author conducts an analysis based on quantitative and qualitative methods. The most important research tool is the correlation and regression analysis using the R-studio program. The relevance of the topic is confirmed by the fact that the concept of digital economy (digitalization) emerged at the end of the XX century. It counts the youngest concept in the theory of public administration. Analysis of digitalization in the public sector in the Russian Federation The Russian Federation has shown that in Russia the growth and growth rates of digitalization in public administration correspond to the global average. According to the estimates of foreign countries, Russia received the growth and growth rate (153% and 53%, respectively). According to our methodology , the growth and growth rate of Russia was (151% and 51%, respectively). At the same time, the level of scientific and technological development affects the level of digitalization in the Russian Federation. As a result of the analysis of the development of digitalization in the public sector in St. Petersburg, the author comes to the conclusion that in St. Petersburg the growth and growth rates of digitalization in public administration correspond to the national average. In St. Petersburg, the growth and growth rate (146 and 46, respectively). Thus, the growth rate of digitalization in St. Petersburg is 5 percentage points less than in the Russian Federation The Federation. The paper concluded that the level of digitalization of St. Petersburg public administration is not affected by any of the following indicators: a) GRP per capita; b) budget security; c) the level of education of the population; d) the volume of investments in fixed assets for ICT equipment; e) the share of internal research and development costs. Based on the results obtained, comprehensive recommendations were given for the development of digitalization in public administration in the Russian Federation.
