Flexible Management Methods in the Digital Transformation of the Public Sector and the Corresponding Competencies of Public Servants

In this paper, the author provides a detailed analysis of the digital transformation taking place in the public sector and the gradual introduction of flexible management methods (Agile). This together leads to the need to develop digital and soft skills in civil servants on a par with hard ones and to define a specific list of them. For this purpose, the author constructs a universal model of civil servant competencies, which is a new product for the public administration system and includes three blocks of critical skills: digital, soft and hard. Their cumulative development is necessary for the successful performance of personnel in the civil service now and in the near future.
