The Influence of Carbon Border Adjustment Mechanism in the EU on the Iron and Steel Industry in Russia

This paper examines the potential impact of the European Carbon Border Adjustment Machanism (CBAM) on the Russian iron and steel industry. The Russian economy is heavily dependent on the export of carbon-intensive goods, including those from the ferrous metallurgy. At the same time, the European Union actively develops and adopts climate policies that will affect the import of carbon-intensive products. As a result, the introduction of CBAM is a potential threat to Russian heavy industries. This paper looks at the context of the mechanism implementation, the role of the iron and steel industry for the Russian economy, and assesses the potential damage from the CBAM introduction.
