Competence Search Engine

This final qualifying paper presents the development of the «Competence Search Engine» service, created to discover competent people within the academic environment of the faculty «Tikhonov Moscow Institute of Electronics and Mathematics» of the National Research University Higher School of Economics. The purpose of the work is to create a service that provides a search engine that is able to find people according to the query — a thematic arbitrary set of words. The request is processed by a system that determines the topics of the request using the data obtained from the Zulip corporate chat («Chat MIEM») and the services «MIEM Wiki» and «MIEM Personal Cabinet». The system then finds the most relevant people to the specified topics. The search engine searches exclusively for users of «Digital MIEM». The data from the Zulip corporate chat contains information published in public streams. The data from the «MIEM Wiki» contains articles about MIEM projects. The data from the «MIEM Personal Cabinet» service contains information about the required set of competencies for roles in the projects. Data search is performed by using machine learning methods and intelligent data processing. Search models are regularly updated, which allows using up-to-date data. Deploying the application on the server in Docker containers ensures continuous and stable operation of the service. The developed service can be used in an academic environment of faculties of the Higher School of Economics and in other higher educational institutions. The volume of the report on final qualifying work is 87 pages. The number of tables is 6, illustrations — 37, literature sources — 49.
