Human Rights in the Legislative Activity of the Provisional Government

The paper analyses how the Russian Provisional government have declared and promoted human rights during his time in power in march-november 1917. The author describe the modern theoretical approach on human rights and the Russian expertise in this field that have existed by 1917. It include the theoretical basement of the topic, developed by the school of restaured natural rights and the practical work of the liberal fractions of the State douma of the Russian Empire. Different categories of human rights are researched on different step: its declaration by the Provisional government, the adoption of relevant document and it practical realisation.
