В магистерской диссертации рассматривается идея федерации в политико-правовой мысли России в 1905 - 1917 гг. С началом революционных событий в 1905 году проблема политико-территориального устройства стала одной из центральных. Дискуссии относительно данного вопроса продолжались вплоть до октябрьской революции 1917 года, которой был ознаменован приход к власти большевиков. Наибольший интерес в контексте данной дискуссии представляла федеративная идея. Выработанные позиции отечественных правоведов и политиков дореволюционного периода относительно идеи федерации отличаются фундаментальностью и актуальны по сей день.
