The Relationship Between Foreign Direct Investment and the Quality of Governance in Russian Regions: an Empirical Analysis

This paper examines the relationship between the quality of public administration and the flow of foreign direct investment (FDI) into Russia. Due to the fact that in Russia there is a phenomenon of capital transfer to offshore zones and its reinvestment back under the guise of foreign investments, there is a need for a distinction in the origin of the investor. The study examined all 85 Russian regions within the period 2015-2019 inclusive. Using regression analysis, we concluded that the quality of government did not affect FDI from traditional investors, and from investors regardless of their country of origin. However, when considering investors from offshore zones, there was a negative significant relationship between the quality of government and FDI.
