From year to year all over the world environmental problems of various nature and scale become more serious and requiring solution. In order to preserve our country for future generations the Russian Federation is implementing an environmental policy in the field of environmental education and enlightenment, where special attention is paid to the environmental education of the younger generation, because the future of the country depends on them. However, there is no common understanding of who is responsible for working with youth, how the work of the authorities is organized, whether public organizations are dealing with this issue or not. For this a study was carried out, within the framework of which a series of interviews were conducted with experts from government authorities and youth organizations involved in environmental education, as well as a mass survey of young people 's opinion on environmental behavior. The scientific novelty of the work lies in identifying the role and functions of government bodies in shaping the environmentally friendly behavior of young people and determining the level of practical implementation of these functions using the example of the city of Perm. As a result, a program on environmental education was developed for implementation in local governments, the implementation of which will increase the level of environmental culture of young people.
