Improving the Financing of Demolition of Emergency Housing Stock

The liquidation of the dilapidated housing stock is one of the main directions of the implementation of the country's national policy. So, by 2025, it is planned to resettle the residents of houses in emergency that were recognized as such before January 1, 2017, however, the size of the emergency fund is constantly increasing, as more and more housing is recognized as being in emergency. The existing regulatory framework and the financing process are not effective enough, which is characterized by failure to meet the targets. One of the options for solving the problem is to improve the financing of the demolition of emergency housing by increasing the level of investment attractiveness of projects for the integrated development of territories. Thus, the work proposes to implement a new approach to monitoring and clustering emergency houses and territories. For systematized territories, the investment attractiveness is calculated and problems and restrictions on development are determined. Through the new approach, it is also planned to improve the efficiency of communication between the authorities and construction companies and other stakeholders. The proposed approach to improving funding for the demolition of emergency housing can be implemented in the city of Perm, Perm Territory, and further scaled to the entire territory of the Russian Federation.
