Evaluation of the Effectiveness of the Head of the Head of the Municipality

In the Russian Federation, the requirements for assessing the effectiveness of heads of municipalities sound in a very generalized form in the law Federal Law No. 131 and in the regulatory legal acts of the constituent entities of the Russian Federation, and since the criteria for assessing effectiveness are not fully spelled out. This task is undertaken by the heads of the subjects and the ministers of the regional government, in whose authority to dismiss and show trust or mistrust, but this used approach to assessing effectiveness is not supported by regulatory legal acts, and most often such decisions are in the gray zone of the Russian legislation and in this regard is often illegitimate and the assessment is based on the principle of loyalty or disloyalty to the government of the subject. In the course of the work, all aspects related to the assessment of the effectiveness of the activities of municipalities and heads of municipalities were carried out, an attempt was made to form a unified assessment matrix of effectiveness. Which can be implemented in the following ways, for example, by making changes to the current Resolution of the Government of the Perm region on the assessment of the activities of municipalities, or, for example, by the Perm region sending its proposals to improve the current assessment in accordance with the Decree of the President of the Russian Federation and the Resolution of the Government of the Russian Federation and, of course, by sending proposals for introducing into the Head of the city of Perm changes according to the assessment of the activities of the head of the city.
