GR-Management as a Means of Interacting with Public Authorities: A Case Study of the Russian and Armenian Brewing Companies

In the context of the rapid development of the market economy and the changing concept of state participation in business both in Russia and in Armenia, the implementation of GR management as a means of interacting with public authorities becomes necessary. The state, constantly generating restrictions and regulatory measures, exerts strong pressure on a number of sectors of the economy, which, along with the pharmaceutical, telecommunications, and tobacco, includes the brewing industry. As a result, many companies can not stand it and are closing. Despite the vast pool of studies on the relationship between business and government in developed and developing countries at the national and international levels, there has been no study of GR management practices in the brewing industry of Russia and Armenia. In this paper, the features of the use of GR technologies in Russian and Armenian breweries were described, problems were identified and recommendations were developed for the commercial sector and the state. As a result of the analysis of news sources and in-depth interviews conducted with representatives of brewing companies, it was concluded that there is no need to create a GR department for the effective functioning of small and medium-sized businesses, and it was also revealed that interaction through business associations is the most suitable organizational form of GR management.
