Personnel Selection in Russian State Corporations: Problems and Solutions

The key resource of any organization is its employees. The staff of selected staff has a direct impact on the effectiveness of the organization. However, the selection process in public corporations is greatly complicated due to the size and complexity of the organization's structure. The production capacity, financial turnover of such companies is constantly growing, therefore, the need for new personnel is constant. This paper described the main problems of personnel selection system in state corporations and proposed possible solutions. The study is based on a survey of heads of HR departments in state corporations Rosatom, Roscosmos, and VEB.RF, as well as on an analysis of open sources about the selection system in the organizations under review. Based on the results of the analysis, the main problems of the personnel selection process were identified, such as: lack of qualified personnel in the labor market, in connection with state corporations are forced to prepare specialists on their own. In addition, another problem is the insufficient efficiency of cooperation of state corporations with recruiting agencies in the selection of personnel, as well as the predominance of HR personnel personal evaluation of candidates for a vacant position. It is assumed that the solutions proposed in the study to the above selection problems will contribute to improving the efficiency of personnel selection in state corporations.
