Features of Civil Servants Motivation

Every organization, at various stages of its development, faces a lack of effectiveness in the performance of its employees. At the heart of this problem is labor motivation. Specifics of activity of civil servants of employees form other motives to labor activity in comparison with employees of private sector. The modern motivation system emphasizes extrinsic motivation, but many scientists believe that it is intrinsic motivation that dominates the personal attitudes of officials. In this paper, the factors of intrinsic and extrinsic motivation of civil servants are examined in detail, and it is revealed which type of motivation is considered dominant. To test the validity of the relevant conclusions and hypotheses of the study, a survey of 50 civil servants from the RF Ministry of Labor, the Federal Tax Service and the Customs Service was conducted. The results of the study showed that extrinsic motivation is dominant over intrinsic motivation. In order to confirm this conclusion, the analysis according to the method of K. Zamfir was additionally conducted. Service motivation of public civil servants was also analyzed. The survey showed that service motivation is not dominant in the system of internal motivation of civil servants.
