The research is devoted to the factors which influence the efficiency of medical procurements. The estimation of public procurement efficiency is the subject of many studies. Among the criteria that determine the PPs effectiveness are savings, the quality of purchased goods and services and the timeliness of delivery. In the field of healthcare, these criteria are particularly important since people's lives often depend on the activities of medical institutions and their equipment. This study deals with the factors that determine the price and time efficiency of public procurement. In economics and other spheres there are numerous researchers that examine PPs in various fields of activity, including medicine, but practically all of them focused on narrower areas such as equipment or medicines procurements excluding that the type of goods purchased can also affect procurement efficiency. So, healthcare institutions carry out not only specialized purchases but also household purchases, therefore, the level of competition in their implementation may also differ due to the specificity of the first. According to this, it was suggested that the procurement efficiency of medical institutions is determined by the level of competition, while in the field of household services, the market is more competitive, and purchases of this type are more efficient. This paper analyses the case of Perm hospitals in terms of medical PPs and identify several factors affecting time and price procurement efficiency.
