Gender Expertise of Ethical Codes of Federal Public Authorities

Gender issues, in particular the problem of gender discrimination and harassment, have appeared on the Russian agenda relatively recently. At present, the problem is not fully reflected in the scientific literature; it is characterized by an almost complete absence of legislative regulation, a general conceptual and linguistic apparatus, and a formed homogeneous cultural perception. The phenomenon of harassment is widespread and can occur in the context of various social relationships and areas of activity. Within the framework of this work, attention is paid to the manifestation of gender discrimination (harassment) in the workplace in public authorities, and also the regulation of the problem through the ethical codes of civil servants is considered. The main purpose of the work is to conduct a gender expertise of the codes of ethics and official conduct of federal authorities (using the example of the Codes of the State Duma, the Federation Council and the Ministry of Labor) aimed at analyzing the content of regulations. To achieve this goal: the theoretical basis of the stated topic was studied, theoretical approaches to gender expertise were identified, an analysis of cases of harassment in public authorities in Russian and foreign practice was carried out, and international experience in the application of ethical codes from the point of view of countering gender discrimination was considered. The information received was used in a practical way - to carry out the gender expertise procedure. In the course of the expertise, an assessment of the compliance of ethical codes with the norms of the current national and international legislation in the area under consideration was made; a linguistic and substantive analysis of the provisions of normative acts was carried out. As a result of this study, recommendations were formulated for eliminating existing gaps and improving regulations, as well as the current state of the problem of harassment in Russia was highlighted. The proposed recommendations are aimed at creating an effective system for regulating the problem of harassment in the workplace in public authorities, as well as measures of responsibility. In addition, the introduction of the proposed changes may have an impact on public attitudes towards the issues under consideration, and the norms of ethical codes can be used as the basis for the subsequent development of the legal system in the field of gender-sensitive issues.
