Methodology Improvement of Consolidated Regional Budget

This paper conducts an analysis of institutional and theoretical aspects of the regional and local budget forecasting process. The main attention is delivered to observe public legislation gaps of strategic planning and forecasting, identifying differences from usually used factors, and analyze the current level of forecasting. This research proved a poor forecasting quality in Russia and proposed steps to improve forecasting institutes.
