Analysis of the Effectiveness of Horizontal Industry Support Institutions with an Application to the Fund of Industrial Development

In order to achieve steady growth and intensive development of the country and the national economy, governments conduct industrial policy. However, due to the ongoing political and economic confrontation between the Russian Federation and developed countries, the problem of insufficient import substitution of national industry became urgent. Numerous studies reveal the problem of implementing the effective industrial policy employing vertical and horizontal institutions with the comparison of the supporting sector’s results. This paper is aimed at assessment of the effectiveness of the horizontal institution of industrial policy through a comprehensive approach of assessment based on the stage of implementation of principles of horizontal industrial policy on the one hand, and comparison the rate of change of the financial results of the supported clients from 2014 to 2016 with the aggregated sectoral rates of growth. The analysis will be conduct with an application to the Fund of Industrial Development and based on its data which is collected and analyzed due to "Industrial Competitiveness: Factors to Stimulate Enterprise Growth and The Economic Growth". This study implies the usage of the multimethod research design including qualitative approach (analyze of principles and model of functioning) and quantitative approach (rates of growth of financial performance of clients). The findings suggest that to a high degree of confidence, the FID can be characterized as a horizontal institution of support with the absence of both rejection and complete confirmation of its effectiveness. Finally, the author developed a set of recommendations to conduct a greater quantitative analysis and suggested transferring the structure and practices of work among, with the elimination of the identified drawbacks, other national industrial institutions with the same instrument of support.
