The System of Providing Medical Personnel in the Regions of Russia

In recent decades, the number of medical personnel in Russia has significantly exceeded the average staffing levels in Western countries. However, the problem of lack of personnel continues to persist. This problem is related to the existence of imbalances in the staffing system, when an excess of specialists in some areas is accompanied by a shortage in others, which preserves the high level of the problem of shortage of personnel in general. This paper analyzes the system of providing medical personnel in the regions of Russia. At the beginning, the author conducts a theoretical review of staffing in the health care system and identifies its main elements, such as personnel planning, educational training, measures to attract and retain medical specialists. Further, the paper identifies the problems of the functioning of the system of providing medical personnel in Russia and their causes. To conduct an empirical study, it evaluates the staffing systems in three regions (the Amur Region, the Karachay-Cherkess Republic and the Altai Republic). The research method is the analysis of documents and other open sources to identify regional specifics in the health care system, to consider the implementation of Targeted training, the "Zemsky Doctor" program and measures of socio-economic incentives for medical personnel.
