Development of Tourism in Ecovillages: Prospects, Problems and Interaction with the Authorities (the Case of the Oryol Oblast)

Various forms of green tourism are gaining more and more popularity as a part of the global trend for sustainable development. In Russia, different types of sustainable tourism can develop on the basis of such local eco-communities as ecovillages (settlements of ancestral estates). The purpose of this work is to evaluate the tourism potential of ecovillages located in the Oryol Oblast in the context of interaction with municipal and regional authorities. The study is based on empirical data collected during an expedition in the studied ecovillages, through focus groups and in-depth interviews. According to the results of the study, the authors made several recommendations. Residents of ecovillages developing tourism are advised to formalize their activities through tax registration as self-employed in order to participate in competitions for grants; to expand the client base through cooperation with private organizations that support initiatives for the development of local tourism, and with regional authorities that can provide information support; to consider the possibility of joining the tourist cluster of the Oryol Oblast. The regional authorities are advised to consider the possibility of including the ecovillages of the Oryol region in the tourist route "Turquoise Ring of Russia" and admitting ecovillages to the tourist cluster of the Oryol Oblast. The authors also draw attention to the need to transfer a greater amount of power to the municipal authorities and ensure their financial independence, which will contribute to the sustainable development of territories having tourism potential.
