The Methods of Personnel Selection in Public Sector Organizations

One of the most important principles of the effective functioning of the organization is to attract high-quality personnel. Of course, this principle is also relevant for State institutions. When attracting personnel to the organization, it is necessary not only to take a modern, integrated approach to personnel selection, but also to focus on the long-term effective work of the selected personnel and reduce staff turnover in the organization. One of the solutions to the problem of inefficient recruitment and increased turnover in the public sector, according to researchers, is the introduction of the concept of New public Management (NPM), which implies the inclusion of some selection practices from the business sector. According to this concept, the introduction of some practices in the public sector from the business sector will not only close vacancies, but also recruit motivated employees who will be able to effectively perform their duties in the long term. Thus, the development of an integrated approach in the selection of personnel for the public service can significantly improve the quality of work and efficiency of public institutions. The purpose of this work is to identify current problems in the selection of personnel for the public service and to develop recommendations for improving this process. This study considers methods of analysis of normative legal acts, analysis of personnel practices of the public sector, interviews, analysis of scientific literature, analysis, synthesis and synthesis of the information received. As a result of the study, it is expected to identify the main problems, limitations and trends in the selection process for the public service and develop recommendations. The paper will present an introduction, two chapters, and a conclusion. Keywords: public service, personnel selection, personnel selection, personnel selection methods, personnel practices.
