Grin Svetlana Nikolaevna Master's dissertation Data Sharing: Legal Aspects Annotation In this paper the author analyzed the legal factors of restraining the circulation of closed data arrays in Russia today. Potential ways to overcome them and minimize their negative impact on data operators have been proposed. Today, the most acute question is what should be the legal regulation of relations in the field of data circulation in order not to limit, but to stimulate business to use data as the main factor of production, a strategic resource and an integral element of economic development. The paper identified such key problems that hinder the circulation of data, such as the uncertainty of the legal nature of data arrays and contracts mediating their transfer, as well as the legal status of data market participants; complication of barriers in the field of personal data protection; the actual focus of a number of antitrust initiatives against digital business. Through this work, the author achieved its main goal, namely, recommendations were developed to improve the legal regulation of relations related to the circulation of data, which would ensure the interests of operators of data arrays in an appropriate way, without having a negative impact on other subjects.
