Economic Effect Estimation of "Maternity" Time Cancellation

In March 2014, Russia passed a law on changing the clocks to «winter» time, but the change did not take place in five regions of the country. One of the regions that remained on «summer» time is the Samara region. This paper uses the «difference-in-differences» method to study the impact of the abolition of «winter» time on electricity consumption. The indicators of electricity consumption, ambient temperature, humidity, wind speed, and the presence of civil twilight were chosen for the study. Three regions defined by similarity metrics as the closest to the Samara Oblast serve as the experimental group: Lipetsk Oblast, Orel Oblast and Penza Oblast. It is revealed that in different time intervals there is both positive and negative impact of the abolition of "winter" time on electricity consumption.
