Inclusion at cultural heritage sites is a developing activity that is in demand by society. Cultural institutions are actively working to achieve accessibility for everyone. However, not everyone can fully adapt to people with disabilities. This is due to a number of reasons. Such as insufficient funding, the fact that buildings of cultural heritage objects belong to architectural monuments and the lack of interest of local communities. This dissertation examines the concept of «inclusion», defines its features and problems of inclusion in the field of tourism. The following is an analysis of the legal and state regulation of the socio-cultural activities of people with disabilities. An assessment of the economic component of the inclusion of inclusion at cultural heritage sites. Tools for working with people with disabilities in foreign countries and the Russian Federation are considered and an analysis of expert inclusive tours in Perm Region is presented. Based on the analysis, recommendations are given for the inclusion of inclusive technologies in cultural heritage sites.
