Creation and Activity of Jury Consultations in St. Petersburg in the Second Half of the 19th Century: Organizational and Legal Aspects

The final qualification work is devoted to the study of the organizational and legal aspects of the creation and activity of the Consultations of Jurors in St. Petersburg in the second half of the XIX century. The relevance of the research topic is due to the growing interest of historical and legal science in the legacy of the Judicial Reform of 1864, in particular the institution of the advocacy, as well as the current problems in providing the population with affordable legal aid and the development of legal literacy of citizens. The author analyzes the normative legal acts regulating the activities of the consultations, the statistical data presented in the Reports of the Consultation at the St. Petersburg District Court, as well as the periodical press and the doctrine covering the main problematic aspects of the work of these institutions. Within the framework of this work, the main reasons for the creation of consultations in St. Petersburg, their goals, and the main differences from other forms of legal entities were revealed. The structure, personnel, number of consultations of St. Petersburg, professional activity of their members, its principles and problems were also highlighted. At the end of the research, there are conclusions, which emphasize the significant role of St. Petersburg consultations in the organization of legal assistance to the population of Russia.
