Legal regulation of digitalization of the procurement system in the Russian Federation

In the final qualification work, the problem of legal regulation of the process of digitalization of the procurement system carried out for state and municipal needs is investigated. The author reflects the relevance and logic of the research, through a goal-setting system that allows you to assess the degree of elaboration of the topic, in addition, for the successful achievement of the goal in the certification work, the tasks are highlighted, the significance of the research is characterized. The first chapter describes the theoretical aspect of the legal institution-procurement for state and municipal needs, as well as their role for the country's economy, including an overview of the current system of regulatory and legislative regulation and the information base for public procurement. The second chapter is devoted to the study and evaluation of the construction of the information society in the framework of the state national project "Digital Economy". The paper describes the step-by-step development and implementation of electronic information technologies, evaluates the results for a given period of time, and identifies priority areas for further development of this area. In addition, two areas of development of electronic document management are described in detail: the design of smart contracts and the implementation of electronic registration. The final chapter provides recommendations for the painless implementation of new legal structures developed during the writing of the work, as well as foreign practice of public procurement at the present stage. The obtained results of this work can be the subject of further and more detailed study.
