This article is devoted to the topic of recommendation systems as effective methods for solving problems related to the field of economics. In this case, the problem of choosing a market for starting a business or developing it is considered. As you know, the economic situation in Russia can be considered disappointing, especially after the events of 2020. In this paper, an attempt is made to create a tool that can help entrepreneurs in solving one of the issues related to the beginning or continuation of their activities. This algorithm is based on a content-oriented approach. The data sources are the SPARK information resource and the reports of the regional authorities. The problem of cold start, which accompanies many recommendation systems, is solved here by interviewing users. As a result, it is expected that it will receive an algorithm that can give a personalized recommendation of the markets in which it is worth starting a business, based on the data obtained. High accuracy of the recommendation is not expected at this stage. In the future, the algorithm may include other factors that increase its efficiency.
