Territorial Development of the Republic of Crimea from 2014 to 2019

The relevance of the research topic is due to the increased attention of the international and Russian public to the development of the territories of Crimea, after the will of the population to join the Russian Federation. The topics of publications on the development of territories most often began to appear in the late 1970s in foreign and domestic literature. Initially, A. Weber formed the concept of regional and local development, but later researchers began to come to a broader definition - territorial development. Some provisions of A. Weber's concept were also developed by Russian scientists - A. Granberg, V.V. Leontiev, L.A. Kantorovich. The American scientist economist W. Isard in his research has integrated models of analysis of the systematization of settlement, trade enterprises, industry and services. Exactly, W. Isard was made the first attempts to create a new model of an integral territorial projection of socio-economic aspects of development, in which the main role was assigned to economic resources and their geographical distribution. The theory of territorial development was studied by such famous researchers as A. Weber, M. Storper, M. Schumpeter, J. V. Alexander, Hirschman, P. Krugman. The research methodology is based on institutional analysis, research, case study, peer review and content analysis. The study used open data from Rosstat, Ukrstat, the content of official documents for long-term and strategic planning and other electronic sources. The object of the research is the territorial development of the Republic of Crimea. The subject of the research is the development of the region's territory as a tool for the implementation of socio-economic policy. The result of the study of strategic documents carried out by the author was confirmation of the use of the principle of continuity in the development of new strategies and other promising development documents. The main difference between the new promising documents lies in the approach to the development of strategic documents and the mechanism for implementing the strategy of socio-economic development. The authorities of the Republic of Crimea and the local scientific community took part in the development of the documents, in contrast to the development of the relevant documents in the Ukrainian period. To improve the efficiency of the Crimea territorial development management system, a number of recommendations were developed: - a model of an information platform for interaction between the scientific, technical and executive block of operating economic entities of the republic has been built. - recommendations were developed on the use of crowdfunding mechanisms to attract private investment to the Republic of Crimea. - the use of the proposed scheme of the information platform for the "revitalization" of the institution of state orders and the development of interregional scientific cooperation. - standardization of the services provided and tariffs of the tourist and recreational complex of the Republic of Crimea.
