The definition of strategy is commonly used among managers of all levels. Herewith in practice of management in Russia strategy has got its own specifics especially in public administration. This article aims to study strategic planning in healthcare, documents in the sphere, evaluation of healthcare strategic planning for the last 20 years in Russia and designing of strategic planning methodology.
