Development and Implementation of a Digital Platform with Innovation Exchange Functionality in a Company with State Participation

In modern Russia, there is an acute problem that scientific developments do not meet with the market, that is, they do not find their application in the real sector of the economy. First, the potential of the Nizhny Novgorod region in the scientific field, according to the author, is almost never used in the real sector of the economy. The main goal of researchers today is to receive a grant for the development or defense of the next academic degree. Secondly, this issue applies not only to the scientific environment of the Nizhny Novgorod region, it is also relevant for the manufacturing sector, since developments are carried out only in R&D centers and there is no significant assistance in the form of innovations from the scientific community. The result of this problem is high communication barriers and bureaucratization, which slow down the growth of the region's economy in the long term. The answer to this problem should be the Digital Platform. Finally, there are production facilities (especially in the military-industrial complex) that are idle for part of their time, and some research groups have production requests that cannot be met by small enterprises. The answer to these challenges can be a digital platform with the functionality of an innovation exchange, which is designed to ensure the growth of regional (and subsequently domestic enterprises) in the global commodity markets, as well as to promote the brand of services. In addition, the Digital Platform will help in the preparation of new highly qualified personnel for all types of enterprises, as well as increase the export of technologies and educational services. Considering the above, the creation of an innovation exchange, within which scientific developments can meet the market, is an urgent task in increasing the competitiveness of the scientific and industrial spheres of the region. The author considers the theoretical foundations of the requirements analysis and design of a Digital Platform with the functionality of an innovation exchange. In particular, the principles of developing requirements for software systems or products were described as the first stage in their creation. The author defines the features of an innovation exchange with state participation, its functionality and place among other digital platforms. And also the choice of the methodology for the development of the Digital Platform is substantiated, taking into account the peculiarities of the managerial task assigned to the author. Further, the work described the vision of the system and its features, as well as the approach used to develop a software product. In addition, the author systematizes and describes the selected technologies used in the development of the Digital Platform. In addition, the stages of development and implementation of the Digital Platform were described, as well as an analysis of the financial and economic activities of the enterprise, which the author proposes to choose as a pilot for the implementation of the Digital Platform, was presented.
