Strategic Governance of Health Care Development in Russia: Current Status, Problems and Perspectives

The health care system and its socially significant mechanisms in affect the populations' health, which simultaneously affects the level of well-being of citizens and the level of socio-economic country position in general. At the same time, healthcare as a system of dynamic interconnected elements is also influenced by the impact of economic, political, social external factors. Thus, the healthcare industry in Russia, along with other industries, functions in a market economy and can also feels the impact of the effect of market “failures”, the occurrence of which, undoubtedly, can delay the planned development of the industry in the future and restrict the access of its “users” to its opportunities. In this connection, the need for state regulation of the healthcare industry with the use of strategic management policy is justified. So, if the issue of public administration of the social sphere, including the sphere of health protection, has already been studied by many researchers, the aspect of strategic management of health care development still remains relevant. The aim of the study is to analyze the practice of implementing the provisions of the Healthcare Development Strategy in the Russian Federation for the period up to 2025 and further develop recommendations in order to improve the strategic management of healthcare development in the Russian Federation. As part of the study, a number of author's in-depth interviews were conducted with healthcare organizers, government officials, representatives of scientific and expert communities in the field of healthcare management, as well as a questionnaire survey, in which employees of medical organizations took part. As a result of the study, the existing problems in the field of strategic healthcare management were identified and recommendations for improving management were presented.
