Development of Strategic Initiatives to Transform the Corporate Culture for Municipal Institutions on the Example of the Lyubertsy City Administration

This project-analytical graduate qualification work is devoted to the study of corporate culture phenomenon with further comprehensive diagnostics of the Lubertsy city district administration's culture and development of strategic recommendations on its transformation. The work includes a review of existing approaches to defining the term "corporate culture", the definition of elements of corporate culture, an analysis of best market practices in transforming corporate culture by Deloitte, Ward Howell, and PricewaterhouseCoopers, as well as a review of tools for analyzing organizational culture. Based on the goals and theoretical study of corporate culture outlined by the administration management, the target design of the culture diagnostics and transformation project was developed - the diagnostics includes the use of the tool to determine the current and target culture by C. Cameron and R. Quinn, as well as a detailed diagnostics tool of the formalized elements of the organization -the Culture Audit. The results obtained from a survey of more than 35 administration employees were further validated by interviews with operational management and formulated in the format of key areas for development. Based on the identified areas for development and the vision of the target corporate culture, strategic recommendations for transforming the corporate culture were identified by management and administration employees. This work has a great potential to extrapolate the results among other municipal institutions due to the typical approach to managing such institutions and contains a ready approach to diagnose corporate culture based on the study of theoretical concepts and best market practices, and includes a description of typical problems for municipal institutions and ways to solve them.
