Professional Competences and Professional Standards for Personnel Management Specialists

Nowadays in business the requirements for Human Resources (HR) specialists are extremely high, because the quality of human resources is the main competitive advantage for companies. In this dissertation we created а competency model of HR specialist based on the current requirements of the Russian labour market. We discussed different methods and stages of professional competency models development and created our own method to create a competency model based on the current requirements of the labour market. To analyze the requirements of the contemporary labour market we used the biggest digital HR resource in Russia - a website hh.ru and we conducted interviews with some Russian businessmen. In our final version of competency model twelve competencies were included and two of them were the most demanded - Selection technology skills and Staff adaptation skills. Also we compared our model with the 'State Professional Standard of HR specialist' and made a conclusion that all the 'labour functions' of this Professional Standard complied with the requirements of the contemporary labour market. The only function that we would like to add is Formation and maintenance of corporate culture. Our competency model of HR specialist could be used in different companies as a base for developing their internal competency models for their staff. Moreover, our competency model could help students and specialists that aim at professional development in the HR sphere, because it demonstrates what knowledge, skills and experience are currently in demand on the Russian labour market.
