Independent Estimation of Quality of Rendering of Medical Services: a Regional Aspect

The development and functioning of the health care system is associated with the provision of medical care at a high level. Providing quality medical services that meet the expectations of patients are the most important tasks of state and municipal medical institutions. Currently, there are various methods and tools for assessing the quality of medical care. External evaluation is increasingly used in international practice to regulate and improve the work of medical organizations. The most common models are peer review, accreditation, ISO certification. In Russia, it became necessary to conduct an independent quality assessment in order to identify weak links in the work of an institution and eliminate them. Independent quality assessment can improve the performance of a medical organization and increase patient satisfaction. The developed patient feedback form allows you to find out about the preferences, expectations of consumers of medical services, as well as about the shortcomings and problems of the work of a medical organization. Based on the results of the assessment, ratings of organizations were built, ranked by the number of points scored. These ratings are information and marketing tools that determine the quality of organizations' activities. Based on the results of an independent quality assessment, you can form recommendations and build a strategy to improve service delivery, make organizational changes to work processes. The aim of the study is to analyze the practice of conducting an independent assessment of the quality of medical care at the level of the regions of the Russian Federation and develop recommendations for their improvement. The system of independent quality assessment is the same for all subjects and is carried out according to generally accepted fixed criteria and indicators. A comparative analysis of the independent quality assessment in the selected regions revealed differences in the assessment, problem areas and weaknesses in the assessment procedure in each region. After the study, recommendations were formulated for the development and improvement of the assessment of quality control of medical care.
