The Role of Public Organizations in Solving Medical Problems in the Field of Oncology

Master's thesis «The Role of Public Organizations in Solving Medical Problems in the Field of Oncology». The goal of the work: analysis of the practice of public non-profit organizations in solving medical problems in the field of oncology to determine the role of the public non-profit sector in solving medical problems in this area. To achieve this goal, the following objectives of the study were formulated: - to study the existing theoretical approaches to defining the role and of non-profit organizations in solving problems in the field of medical care in the Russian Federation; - to consider the organizational and legal grounds for the participation of public organizations in improving the quality and аccess f medical services in the Russian Federation; - to conduct a comparative analysis of the practices of Russian public organizations in solving medical problems in the field of oncology; - to analyze the existing positions of experts and patients on the possibilities of strengthening the role of public organizations in increasing the availability of medical care in the field of oncology; - to develop recommendations to strengthen the role of public organizations in improving the quality and аccess of medical care in the field of oncology. In the work, the reports of public organizations were analyzed (Dmitry Rogachev’S medical centre, the Foundation for the Support of Scientific Research in Oncology (RakFond), the Foundation for Assistance to Hospices «Vera»), a qualitative study was conducted - expert interviews with representatives of these organizations, as well as a questionnaire survey, in which 100 respondents took part. This study made it possible to generalize the accumulated practical experience in the field of the functioning of public organizations in the field of health protection, their interaction with the state. It was concluded that they play a significant role in solving medical problems in Russia, in particular, in view of the fact that such organizations have certain advantages in comparison with state or commercial organizations (use of innovative technologies, less bureaucracy, flexibility, the possibility of implementation address programs and others). Today public organizations are experiencing problems that hinder their activities, including the lack of financial resources, the imperfect interaction of non-profit organizations with government authorities. The solution to these problems is seen in the creation of more effective organizational and legal conditions for the participation of public organizations in health care, in the optimization of the process of their interaction with the authorities. As part of the work, the following recommendations were proposed to improve the process of functioning of public organizations: - creation of a clear system for regulating the allocation of grants and subsidies; - creation of a unified register of non-profit organizations in the context of their activities; - development of programs to attract young professionals to non-profit healthcare organizations, as well as programs for their education; - consolidation of uniform rules for obligatory public reporting of non-profit organizations based on the results of the implementation of state grants; - creation of a system of indicators of the quality of medical care in the field of oncology and others. The analysis of information showed that today it is impossible to fully assess the level of satisfaction of citizens in receiving cancer care, but the activities of public organizations are capable of giving a critical assessment of the quality of services provided. The study proved that the contribution of non-profit organizations to solving problems in the field of oncology is critical, since they can use innovative methods of treatment and diagnosis of the disease, inform and consult citizens, implement targeted support programs for cancer patients and represent the interests of patients in healthcare institutions.
