Regional and Municipal Public Health Programs: Problems of Evaluation and Replication

The paper outlines the problems of the system of public health promotion, evaluation and replication of public health programs, as well as the hypotheses of work and research methods. The socio-demographic situation and modern problems of the formation of a healthy lifestyle of the population are considered. The international and Russian experiences of the formation of a health promotion system and the organization of medical prevention have been studied. The organizational and legal foundations of state regulation of public health and medical prevention centers are considered. Attention is paid to the practice of implementing regional and municipal public health programs. The assessment of the current state of regional and national public health, their role in the implementation of public health programs. The results of the study are described, including the interpretation of in-depth interviews with heads of regional public health, as well as the analysis of the results of a sociological survey of employees of regional centers of public health and medical prevention. Recommendations are given for improving work with regional, federal public health centers and regional executive authorities in the implementation of public health programs.
