Public Councils Under the Authorities in Saint-Petersburg: Performance Analysis

This paper examines the activities of public councils under the committees of St. Petersburg. The problem was analyzed through the prism of various factors, including the competence of council members, the regularity of meetings, the degree of influence on the authorities under which the councils were established, the proportion of implemented initiatives, as well as the transparency of their activities. The analysis showed that the effectiveness and efficiency differ significantly from one council to another. Moreover, the level of efficiency and effectiveness of one council may also differ. In many cases, the activity of the soviets is on the verge of full imitation.
