Elimination of Deficiency of Medical Personnel: The Results of the Implementation of State Programs, Main Problems and Directions for Development

The healthcare system of the Russian Federation today is a set of medical institutions that conduct effective activities to provide high quality medical services to the population, which is impossible without the presence of medical personnel who have not only the required level of qualifications, but also high motivation to perform their work. At the same time, various theoretical and practical studies indicate that the problem of staff shortages for this industry is urgent and intractable. Replenishment of the shortage of personnel as a problem has not formed today, a comprehensive solution has been needed for a long period of time. The government of the Russian Federation is taking a number of state measures aimed at resolving this issue, but serious problems that impede the development of staffing in medical institutions remain. Let's highlight the main reasons for the formation of personnel imbalance for the medical sector of the Russian Federation today: 1. A decrease in the number of medical personnel, which is caused by their retirement, leaving the industry, emigration, changing their profession, taking a temporary break from work, etc. 2. Working conditions of medical personnel, the level of which can be recognized as unfavorable. This is reflected in the poor quality material and technical base of medical organizations. The equipment of most medical institutions in the regions of Russia requires serious investments and repairs. 3. A high level of responsibility, which is characteristic of medical practice. The specifics of the industry keep the staff in constant nervous tension. Conflicts arise with patients and their relatives. Physicians are characterized by information overload, complex research, which leads to a constant state of overwork and nervousness. 4. The level of remuneration, which cannot be recognized as corresponding to labor costs on the part of medical personnel. 5. Irrational work organization, which is typical not only for doctors, but also for nurses. It is often necessary to combine functions that are not related to a particular specialization. Also, the healthcare industry is characterized by a high level of ineffective use of working hours, which can be caused, for example, by frequent absenteeism of patients, etc. These reasons, which are the basis for the formation of personnel imbalance, lead to the emergence of a number of problems. These problems must be resolved in the near future in order for the personnel policy in the health sector to be adjusted in connection with the economic and social requirements of society: 1. Staff shortage and imbalance that arises in the structures of medical workers, which leads to a decrease in the quality of services provided by doctors to the population. To solve this problem, a competent personnel policy should be formed. It should be borne in mind that practical health care demonstrates the inadequacy of the use of specialists who have a higher education in order to effectively staff the management of medical institutions. 2. Combining several positions, which leads to ineffective use of working time on the part of specialists. Often, doctors work to replace the rates of a secondary or junior healthcare facility. This reduces the overall quality of care. 3. The ineffectiveness of labor experiences leads to the fact that the medical staff is not focused on the final result of the activity. It also significantly affects the quality of medical care. In general, patients are not satisfied with this attitude towards themselves.
