Comparative Analysis of Approaches to Determining the Industrial Specialization of Russian Regions

The paper presents a comparative analysis of approaches to determining the industrial specialization of Russian regions. The relevance of the topic is determined by the importance of understanding the industry profile of the region for focused support of specific industries and the implementation of innovation policies (including smart specialization strategies). The paper concludes that the development of sectoral specialization of the regions of the Russian Federation is oriented towards high-tech industries. At the same time, the types of economic activities associated with critical and key enabling technologies are presumably less represented in the sectoral structure of the regions, which makes it possible to propose recommendations for their more emphasized support. Certain trends point to a multidirectional regional cluster policy (support for industries of different types and technological levels), which corresponds to the logic of smart specialization. The connection between the coordination of sectoral policy and the level of innovative development of the region is noted. Regions with the greatest innovative potential develop their sectoral specialization in a more comprehensive way (with the involvement of a wide range of stakeholders and taking into account the regional and federal vision), while the least innovative regions are characterized by a defocusing of sectoral development priorities. At the same time, the study showed that a coordinated sectoral policy is the lot not only of the leading regions; this scenario is possible for less developed entities, subject to coordinated actions of various stakeholders of regional development. One of the main results of the work is the conclusion about the need to use different sources of data on the industry specialization of the region. The considered databases are distinguished by a limited representation of certain groups of industries (in particular, those related to critical technologies, creative industries), therefore, it is important to supplement some sources of information on industry specialization with others in order to form a complete and correct industry profile of the region.
