I have continued research and focus in my study on the role NGOs to local community on tourism development but this study highlight about Role NGOs on advocacy activity between local community and local authority on conflict management natural resource in Komodo National Park, how NGOs do effort to help local community as public speaker their voice and solution offered in this conflict. This study examine three key concepts: The role NGOs as facilitator / advocator between local community and local authority on conflict conservation, barriers faced by NGOs to resolve the conflict and the key actor on process decision making in Komodo National Park on environmental policy. Identify a conflict management process involving communities and NGOs became facilitators in discussions on usage rights over limited access to natural resources in national parks that had been determined by KNP. According to (Nepal & Weber, 1995) Mostly the regulation on the protection area in many developing countries has resulted in the relocation of local people, limited their access to resources, and often created conflicts between Wildlife, protection area authorities and local people. Conservation is a way of relieving conflicts that occur where conservation is prioritized in the process of managing natural resource conflicts. Inequality of power and relations between stakeholders do not make the Komodo village community one of the main stakeholders in the negotiations. In fact, this study filling the gap by the explanation role of NGOs on public advocacy by the way how to increasing voices for involvement local community in the process decision making on the environmental policy issue moreover who have done in Indonesia due to exacerbated by the lack of clarity in conservation laws and wildlife as a result of overlapping powers and interests of local governments involved in managing the national park. The aim of this study is to assess the role NGOs as a facilitator between the local authority of Komodo National Park and local community on environmental policy. The finding in my study explained the importance of the role of the facilitator in bridging the conflict transformation process and influencing the policy decision-making process. Was also found that the level of network power owned by NGOs was not strong enough to resolve conflicts, especially in terms of structural inequality with the authorities and most NGOs had an indirect influence, especially for environmental NGOs working with KNPA. Not all NGOs have an MoU (memorandum of understanding), so their voice are not strong enough to be considered in the media forum. This study could be contribute to National Park management and researcher as solution and strategies approaches which can be implemented on resolving conflict management natural resources either in developed countries or developing countries. Therefore conflict management natural resources was attracted many practitioner including NGOs to help local community to solve this. Moreover from local community side has insecurity to local authority for resolving and they thought NGOs as objective organization which don’t support government or KNPA. The implication of this study was really need effort to empower community development in order to help local community being same level with another stakeholders for any discussion process decision making, it can be done by program-program from NGOs as well as local government which can improve on their skill and education field.
